Program Manager for Gender and Civil Society Development, People in Need (PIN)

People in Need (PIN) has been active in Angola since 2006. Team of 8 expatriates and approx. 70 local staff manage programs focusing on improving livelihoods and food security, water sanitation and hygiene (WASH) conditions and gender-based violence/civil society development. PIN programs are managed from its head office in Kuito, Bié province and field offices in Huila and Huambo provinces. For more info see

Program Manager is responsible for the overall management of projects, which aim to enforce capacities of local civil society organizations and community groups as service providers to local communities and at the same time empower them to act as intermediary between the citizens and local authorities. The projects has a strong gender focus.

Main responsibilities:

  • Overall project management and implementation of two projects until March, 2018.
  • Local team management and capacity building
  • Regular monitoring and evaluation of project activities
  • Reporting to HQ and donors
  • Cooperation with partners, donors, local authorities and communities
  • Potential development of PIN´s Civil Society implementation sector in Angola


Main requirements:

  • Experience in working with local civil society organizations, community groups and local governmental entities – capacity building, monitoring, strategic planning
  • Previous experience in gender-related activities:
  • Excellent knowledge of English
  • At least intermediate knowledge of Portuguese essential, preferably with previous work experience in Portuguese-speaking countries, Angola in particular
  • Experience in project management including project development, project implementation (Project Cycle Management and project monitoring and evaluation (PCM)
  • Team management experience (at least 3 years in management positions)
  • Experience in working with communities in developing countries (experience living and working in African context highly desired)
  • Very good communication and organizational skills
  • Team player
